The State Will Focus on Supporting Projects Related to 27 Types of Medical Equipment

0n 26th 2017, the National Development and Reform Commission issued a document: in the next 3 years, the country will support the industrialisation of the key technology of high-end medical equipment and medicines through increasing capital investment, encouraging enterprises to adopt financing, leasing and other safeguard measures and will encourage the introduction of advanced technology through mergers and acquisitions, joint ventures and other forms of cooperation.

Specific to the high-end medical equipment field, the key support for the industrialisation projects will be within 4 major categories of medical equipment containing 27 sub-categories. The implementation plans are summarised below:

1. Imaging equipment: PET-MRI and PET-CT, ultrasonic endoscopy, MRI, CT, DSA, colour ultrasonic diagnosis equipment and electronic endoscopy.

• To encourage the industrialisation of PET-MRI, ultrasound endoscopes and other innovative equipment, that are not available in China currently.
• To promote the upgrade and quality improvement of PET-CT, CT, MRI, colour ultrasound diagnostic equipment, electronic endoscopes and digital radiography (DSA) devices, which have foundations already.
• To accelerate the development of core technologies such as large heat capacity X-ray tubes, superconducting magnets, new ultrasonic probes and other core components and image processing software.

2. Treatment equipment: surgical robots, image guided radiation therapy devices, haemodialysis equipment, therapeutic ventilators, and intelligent rehabilitation auxiliary equipment.

• To encourage the industrialisation of laparoscopic robots, neurosurgery robots and other innovative equipment that are not available in China currently.
• To promote the upgrade and improvement of high-energy linear accelerators, imaging-guided radiotherapy devices, haemodialysis equipment (including consumables), therapeutic ventilators, orthopaedic robots and intelligent rehabilitation aids, that have some foundations already.

3. In vitro diagnostic products: gene sequencing instruments, TLAs, new molecular diagnostic apparatus and reagents, POCT, chemiluminescence immunoassay analysers.

• To encourage the industrialisation of the laboratory automation test analysis pipeline (TLA) and other innovative equipment that are still not available in China currently.
• To promote the upgrade and improvement of in vitro diagnostic products and reagents such as high-throughput gene sequencers, chemiluminescence immunoassay analysers, new molecular diagnostic instruments and real-time test systems (POCT), which have foundations already.

4. Implantation and intervention products: Biodegradable coronary stents, ventricular assist devices, heart valves, heart pacemakers, cochlear implants, nerve stimulators, radiofrequency ablation catheters in renal arteries, tissue regeneration and repair materials, soft tissue fixation in sport medicine, artificial joints and spines.

• To promote the industrialisation of innovative implantable intervention products such as total degradable coronary stents, ventricular assist devices, heart valves, pacemakers, cochlear implants, neurostimulators, radiofrequency ablation catheters in renal arteries, tissue-organ-derived regenerative and prosthetic materials, and soft tissue fixation systems in sports medicine.

Furthermore, all kinds products for industrialisation need to meet the relevant technical requirements on key techniques, key components and key indicators.
